New photo next crossover between Arrow and The Flash

The CW has released a new promotional image of what will be the next crossover between Arrow and  The Flash. 
In the picture are the two heroes headlines alongside the new faces of  Carter Hall aka Hawkman (Falk Hentschel) and Kendra Saunders aka Hawkgirl (Ciara Renee).

The image itself raises a question as we see as  Hawkman and Hawkgirl are chained between Oliver Queen (Stephen Amell) and Barry Allen (Grant Gustin). It is not clear what they are doing or that appear chains it has something to do with his plan to end Vandal Savage (Casper Crump).
From what we know of the official Sinopis this is what we see in the crossover :
The first hour of the crossover (December 1) will be an episode of The Flash  (corresponding to the second eighth season) entitled "Legends of Today ", in which  Vandal Savage (guest star Casper Crump)  reaches  Central City  and fixed attention on Saunders Kendra (guest star Ciara Renee).  After  Vandal attack on  Kendra and  Cisco, these go in search of Barry to help them. Being aware that Vandal is dangerous,  Barry  takes  Kendra  of  Star City  and asks  Oliver Queen  and his team that hide until he can get away with  Vandal.  Things will get worse when an unknown winged known as  Hawkman  (star guest  Falk Hentschel ) appears and goes voland with  Kendra. On the other hand, Harrison  developed a serum to make   Barry  to run faster but it will be  Jay (Teddy Sears)  who asks a try. 
The second crossover episode (December 2) will be the  Arrow (corresponding to the fourth season), entitled  "Legends of Yesterday"  and in which  Oliver and Barry Allen  carried  Kendra Saunders and Carter Hall  to a remote location to keep them hidden from  Vandal Savage,  as they find the way to defeat. Malcolm arranges a meeting between Vandal, Green  Arrow and Flash  that does not go as planned. Meanwhile,  Felicity, Thea, and Laurel Diggle working with Team Flash to get a weapon powerful enough to destroy  Savage .
